Many desginers claim to be a haute couture designer but in actuality there are ONLY a few legitimate COUTURE designers. To be a haute couture designer you must be approved by the French government. It refers to a small group of designers in Paris, France, who meet formal criteria set the Chambre syndicale de la haute couture:
